Jimmy Butler added 20 points, and Bam Adebayo and Duncan Robinson each had 18 as Miami snapped its longest losing streak since February.
Herro hit 9 of 17 shots, including 4 of 7 three-point attempts.
This was the first game for both teams in the NBA's inaugural in-season tournament, which began with pool play.
Kyle Kuzma's 22 points led Washington, which had lost three straight games. Deni Avdija had 14 points and Jordan Poole had 19 points and six assists.
Starting center Daniel Gafford returned from an ankle injury for the Wizards, who are 0-3 on the road. In 20 minutes, he had four points and five rebounds. However, Wizards forward Corey Kispert, who suffered a sprained ankle on Wednesday, was unable to play.
